Joshua Evans, P.E., Principal, President offers over seventeen years of experience in civil engineering consulting services to the utility, resort, and land development industries. He has senior-level management experience as both consultant and developer of utility, surface water management, agricultural, airport, mixed use, park, school, resort, and senior living projects. He has proven ability to efficiently and effectively execute complicated projects while building quality relationships with key project contributors. During his career, Mr. Evans has provided professional consulting services in the design, permitting, value engineering, and project management in all aspects of land development projects to public and private sector clients. He specializes in expert witness testimonies related to utility and water management design as well as land entitlement. Some of the projects he has managed include The Town of Ave Maria, Majestic Palms, Twin Eagles, River Hall and Hampton Lakes among many others. Mr. Evans holds a Bachelor of Science from the University of Kentucky and a Masters of Engineering from the University of Florida. He is a registered professional engineer and is a member of the Collier County Economic Development Council, the Collier Building Industry Association, the American Society of Civil Engineers and the Florida Engineering Society.

Elizabeth Fountain, P.E., CFM, Principal, Vice President offers over fourteen years of experience in various aspects of project design, analysis, permitting, management and review. She has experience in the design and permitting of land development projects that include residential, commercial, and industrial sites. She has proven experience and technical ability in creating and updating hydraulic models. During her career, Ms. Fountain has provided professional consulting services in all aspects of land development projects to public and private sector clients. She specializes in the design and modeling of utility distribution systems and hydraulic modeling related to floodway and floodplain management projects. As director of our floodplain management department, Ms. Fountain specializes in services related to flood zone mapping and analysis, flood protection analysis and flood proofing services. Ms. Fountain has experience offering project budgeting and forecasting as well as professional services during the construction phase of projects with construction observations, inspections, and certifications. Some of the projects she has managed include The Quarry Phase 3, Winding Cypress, The Woodlands Regional Center, Coco Plum Village Shops, The Shops at Village Walk, The Brooks, and the Bonita Springs Utilities among many others. Ms. Fountain holds a Bachelor of Science from the University of Tennessee at Chattanooga and she is a registered professional engineer. She is a member of the National Society of Professional Engineers, Florida Floodplain Managers Association, is a Certified Floodplain Manager and has taken many leadership roles in the Florida Engineering Society.

Chris Mitchell, P.E., Principal and Vice President of Operations (VPO), has been a licensed professional engineer for 15 years and has 19 years of engineering design experience. Chris was owner/operator of his previous firm The Mitchell Engineering Group for 4 years, which has now merged with J.R. Evans Engineering. His role as VPO includes assisting in company operations and growing the company into new markets and disciplines furthering the continued growth of the firm. He returned to ​southwest Florida after graduating from Purdue University in 1995 and the University of Cincinnati in 1997. His design and project management experience includes single family and multi-family residential developments, commercial retail developments, commercial industrial developments, institutional developments, golf course improvements, single-family surface water management plans, and utility master planning for water, waste water and irrigation. He is also responsible for project management, client development and staff management. Chris has been serving clients’ land development needs in a continually changing permitting environment in southwest Florida for the past 18 years. He incorporates the company’s foundation of honesty, a strong work ethic, and an overall commitment to the success of our clients in completing each project.

Kristina Johnson, P.E., Director of Land Development offers over ten years of experience in civil engineering design and planning in southwest Florida. Responsibilities include preliminary project planning with clients and team, due diligence reports, master planning, detailed cost estimation, infrastructure layout including utility and storm water management systems, and permitting through required jurisdictional agencies. Kristina is skilled in comprehensive project management and provides valuable and unique solutions specific to each project under her responsibility. Kristina moved to SWFL in 2006 after graduating from Michigan State University and has developed a broad portfolio of projects including 300+ unit apartment complexes, a 200K SF manufacturing facility, several commercial developments, golf course remediation projects, 180+ acre residential developments, and public sector utility improvement projects. She has testified in Lee County as an expert witness, holds her Professional Engineer (PE) certificate in the State of Florida, is a Leadership in Energy and Environmental Design Accredited Professional (LEED AP) and remains active in local organizations including the Women’s Initiative of the Urban Land Institute.

Jim von Rinteln, MA, CFM, CEM, FPEM, CRS and Emergency Management Coordinator offers over 35 years of Management, Emergency Management and Floodplain experience. He has served as the Collier County Emergency Management Operations Coordinator and CEO of the Southern Gulf Coast Region of the American Red Cross. During his career, Mr. Von Rintein has been involved in managing the County's National Flood Insurance Program (NFIP) as well as the response and recovery from 17 tropical storms and hurricanes during that time. Additionally, he was the lead manager responsible for designing and building the County's new Emergency Services Center which is considered highly resistant to a category 5 hurricane and received recognition for best practices at both the State and National level regarding its survivability design.
Mr. Von Rintein is a retired Army officer, a Certified Emergency Manager and a Certified Floodplain Manager. He holds a M.A. in Human Resource Management form the Hawaii Pacific University is certified in Florida as a Florida Professional Emergency Manager (FPEM), internationally by the International Association of Emergency (CEM), by FEMA as a Professional and Advanced Professional in Disaster Operations and by the State Association of Floodplain Managers as a Certified Floodplain Manager (CFM). Jim received the Distinguished Public Service Award in 2006 from the Naples Chamber of Commerce, the 2008 Emergency Management Award from the Governor of Florida and in 2011 was named a James V. Mudd Fellow for his contributions to leadership in Collier County. Jim's role with J.R. Evans Engineering includes assisting with our floodplain management projects and coordinating CRS related services.
